
Advisory Panel
The International Police Work Dog
Association Advisory Panel was created to assist members with canine related
issues that do not pertain to dog training, such as the below listed subjects.
The panel members have all volunteered their time with the hope of assisting
members to further their education in the area of canine.
Mr. Hamner is a trial prosecutor, former adjunct professor of law at Indiana University School of Law, and has taught at many police academies and law enforcement training seminars. During his more than 21 years in the criminal justice system Mr. Hamner has tried many high profile cases and has trained hundreds of police and prosecutors in search & seizure and arrest law. Mr. Hamner is the author of Indiana Search and Seizure Courtroom Manual, 2nd ed. (Michie, 2004). He received his law degree magna cum laude from Indiana University School of Law (Bloomington) in 1987 where he was an editor on the Indiana Law Journal (law review) and was inducted into the Order of the Coif "for high attainments in the study of law." He is listed in Who's Who in the World, Who's Who in the United States, and Who's Who in American Law. Mr. Hamner was a litigation attorney with Barnes & Thornburg in Indianapolis in 1987 before joining the Marion County (Indianapolis) Prosecutor's Office in 1988. In 1990 he was elected Johnson County Prosecutor (Indiana) where he currently serves. Before law school, Mr. Hamner was a police officer for 5 years in Utah. Mr. Hamner will advise members on Substantive Criminal Procedure.

EXPLOSIVES SAFETY:
OFFICER LAWRENCE CULBERT
Officer Culbert is a member of the Transit Police for the state of
Massachusetts. He has been member of the Transit Police for 17 years and joined
their canine unit in 1998. Officer Culbert is also a certified Hazardous Devices
Technician through the US Army/FBI Bomb Tech. Program. He currently serves as
the Bomb Squad Commander and Senior Technician/Bomb Dog Handler for his unit.
Officer Culbert is a Trainer of the International Police Work Dog Association.
He will advise members on Explosive Safety Issues.

PATROL PROCEDURES:
SERGEANT TRACY CAMPBELL
Sgt. Tracy A Campbell is 40 years old, married,
and has a daughter that is 15 years old. He graduated from High School in
June of 1984. During the summer of 1984 he enlisted in the US Army as an
infantryman being assigned to 1/ 75th Ranger Battalion after graduating from
basic training, infantry school ,and jump school. He also was assigned to
the 24th Infantry Division, and to 2nd Armored Division Forward. In 1989 he was
hired by the Fayetteville Police Department as a Police Officer and over the
years has held the following positions and assigned to the following units:
Patrolman (1989 -1998)
Emergency Response Team (1991 - 1994)
K-9 Handler (1993 - to Present)
Police Training Officer (1994-1998)
Police K-9 Trainer (Lead handler) (1995 - 1998)
Sergeant Team Supervisor (1998-to Present)
Currently Tracy is a Sergeant on the Fayetteville Police Department, being
assigned as the team supervisor, and trainer. He handles a Patrol Dog, and an
Explosive Detection Dog and is responsible for 13 dog teams with 11 of them
being a Patrol Dog. He has had a great deal of training in both SWAT Operations,
and working a Patrol Dog. He will advise members on patrol operations and
procedures.

EDUCATION AND RESEARCH:
TYLER CLARKE
Tyler Clarke is currently a detective for the Reno Police Department. Detective Clarke has been with the Reno Police Department for 17 years. Detective Clarke has worked in various assignments during his tenure: these include Patrol, SWAT, Gangs, Police Training Officer, K-9 Handler and K-9 Trainer.
As a K-9 Handler and Trainer, Detective Clarke has handled patrol dogs, narcotics detection dogs and explosive detection dogs. Detective Clarke has been training dogs for over 17 years and is currently a Master Trainer for the International Police Work Dog Association in the areas of Patrol, Narcotics and Explosives.
Detective Clarke is also an instructor at the Police Academy in the areas of defensive tactics, building searches, vehicles stops, small unit tactics and officer survival. He will advise members with regards to educational and research issues.

NARCOTICS ADVISORY
Roger Reardon
Roger Reardon is currently a member a of the Rhode Island State Police and has been with them for the past 17 years in various assignments. These include Police Training Officer, K-9 handler, K-9 Trainer and assignment on the motorcycle team. Prior to the State Police Roger Reardon worked for the Warwick Police Department.
Roger Reardon started handling Police dogs in 1988 and has worked patrol dogs and narcotics detection dogs ever since. Presently, Roger Reardon is assigned the K-9 unit coordinator and trainer for the State Police, and also instructs areas of Defensive Tactics and various agencies in the field of K-9. He is currently a Master Trainer for the International Police Work Dog Association and the New England State Police Administrators Conference in the areas of patrol and narcotics. He will advice members with regard to narcotics detection.
